Eric - all Facebook Connect implimentations require an application on the Facebook platform to be connected to. Sometimes this uses a 'real' app that can be used on the platform; othertimes it just becomes an empty app. What you're describing for JibJab sounds like the app is purely their FB Connect app, and it's this which is growing - not that they had a platform app which they've shut down.
